An infinite set of conserved nonlocal charges for Einstein gravity with two commuting Killing vector fields is identified. Their canonical Poisson algebra is shown to be quadratic. Despite the fact, that all the charges vanish for non-singular solutions of the field equations, they Poisson-generate symmetries of the model, containing the entire nontrivial half of the solution-generating Geroch group. This symplectic realization opens up the way to an understanding of the quantum role of the Geroch group.
