The GLDAP evolution has nill predictive power for the x dependence and we a familiar to a vast variety of GLDAP fits to the proton structure function which typically diverge with the experiment as soon as the new data at the before unexplored small x would become available. At small x the GLDAP evolution of structure functions breaks down and must be superceded by the BFKL evolution which is supposed to uniquely prescribe the x dependence at small x given the input F2(x0,Q2) as a function of Q2 at a certain sufficiently small x0. Because the HERA range of Q2,x is the common ground of applicability of both GLDAP and BFKL evolutions one faces a problem of how the diversity of the GLDAP fits can be reconciled with the purportedly unique BFKL description. We demonstrate how this issue is clarified when the substantial contribution from the subleading BFKL singularities is properly included into the BFKL phenomenology of structure functions. A detailed description of the spectrum and eigenfunctions of the running BFKL equation and of the Pomeron-Regge expansion for the proton structure function will be presented.
