We show that in heavy ion collisions that the so created parton plasma must go through a phase in which the interactions become stronger and stronger with time before it enters into the deconfinement phase transition. The resulting enhancement and suppression effects, which must be taken into account if one wants to identify the quark-gluon plasma or deconfined matter, on various particle productions will be shown in the new scenario.
