The clean detection of high energy photons from heavy ion collisions or photonuclear reactions at medium energies using the BaF2-calorimeter TAPS relies on an efficient discrimination of charged particles. The identification is performed based on the time-of-flight technique, the analysis of the intrinsic pulse shape response of BaF2 and a plastic scintillator system for charged particle detection in front of the EM-calorimeter. This veto system comprises 64 plastic scintillators of hexagonal shape (5mm NE102A) read-out via perspex light guides coupled to photomultipliers with fixed geometry. In order to provide more flexibility in the geometrical arrangement and to reduce dead material the read-out of the scintillators via wavelength-shifting fibers has been investigated. Prototypes using various fiber dimensions and different concepts of the light collection have been investigated and are compared to the present system. Compact multianode photomultipliers are foreseen to read-out sub-units of the veto-system. Several 4- to 16-fold photomultipliers have been tested with respect to time response and cross talk. First beam tests of prototypes will be presented.
