We develop a microscopic QCD description of the secondary reggeon contribution to diffractive DIS. The reggeon exchange amplitude is related to the valence quark distribution in the proton. The direct calculation of the partonic structure function of the reggeon and of the reggeon-pomeron interference structure function are presented. The reggeon-pomeron interference effects are found to be substantial. We comment on the relationship between reggeon exchange in diffractive DIS and shadowing correction to valence quark distributions in the proton and nuclear targets.
