We show that potential energies, moments of inertia and quadrupole moments of the super– and hyper–deformed states of nuclei are close to those of dinuclear systems (DNS). The hyper–deformed states of nuclei correspond to those of nearly symmetric dinuclear systems, whereas the super–deformed states are considered as states of asymmetric dinuclear systems. The super– and hyper–deformed states constructed from two touching clusters have large octupole deformations. The experimental measurement of the octupole deformation of strongly deformed nuclei can answer whether these nuclei have cluster configurations as described by the dinuclear model. We explain nuclei with static octupole deformation in the ground state with a DNS where the α - cluster is the lighter cluster. The calculated quadrupole and octupole deformations are close to the experimental ones and the corresponding DNS are energetically favorable.
