We compare the classical and quantum dynamics of a kicked rotor using the Wigner function. We identify its negative parts as the origin of dynamical localization. This approach provides new insights into the influence of sharp corners of the optical potential on the localization. Moreover, we propose an experimentally feasible method for the reconstruction of a quantum state which displays dynamical localization.
