Two-level dynamics is shown to occur in strong laser-atom interaction. The proof originates from the formulation of Kramers-Henneberger [1] of non-relativistic quantum electrodynamics of an atom in a monochromatic field in the dipole approximation. The analysis is based on the theory developed in Ref.[2] and the theory of quantum resonance of Ref.[3]. In order to obtain all the parameters of this two-level dynamics, perturbation theory of Ref.[2] is used, where it is shown that the atom reacts rigidly to the laser field due to the large shifts of the energy levels, when the amplitude of the oscillations of the electron in the laser field becomes much larger than the Bohr radius of the atom. Then, in principle, Rabi oscillations can be observed also in this regime of strong laser fields.
