An open task in particle physics is to obtain a consistent understanding of diffractive hadronic scattering observed at different colliders. Pomeron parton densities extracted from diffractive deep-inelastic scattering (DIS) at HERA fail in the description of hard pp diffractive scattering at the Tevatron. Photoproduction provides a transition between DIS and pp collisions and can reveal the underlying mechanism of factorization breaking. New results, obtained with the H1 experiment at HERA, are presented for the production of high pT jet pairs as components of the dissociating photon system X in the diffractive photoproduction process ep→ eXY, where Y is dominantly a proton. The dijet cross sections are well described by a resolved pomeron model with diffractive DIS pomeron parton densities if a suppression factor S(zI P) is applied which depends on the fractional pomeron momentum entering in the hard subprocess. The data are compared to models which are able to describe pp diffractive scattering.
