We study the annular billiard formed by two nonconcentric disks with different refractive indices as an optical model system. It offers a great variety of phenomena that can be investigated both solving the exact wave equations for resonances and visualizing the classical ray dynamics in terms of a Poincaré section. In the latter case, the possible refractive escape of the light rays is taken into account by means of generalized Fresnel formulas for curved interfaces. This gives the connection to open optical resonators, in which only modes confined by total internal reflection survive. We find those modes in the chaotic region of the Poincaré section; the corresponding resonances live mainly in the constricted region of the annulus. Studying the S-Matrix, we find further resonances that show classically expected properties such as unperturbed whispering gallery modes in the case of small excentricities that, however, become perturbed for larger displacements of the inner disk.
