Spectra of optical conductivity and dielectric constant of the ladder compound Sr14Cu24O41 are obtained by a combination of various spectroscopic techniques in the range of frequencies 5-10000 cm-1 at temperatures 5-300 K. A number of new absorption lines along all three crystallographic axes is discovered whose origin is analyzed using the Landau theory of structural phase transitions. Mechanisms of conductivity and origin of the pseudogap are discussed.
