Azimuthal distributions of pions and protons have been measured by the NA49 experiment in Pb+Pb collisions at 40 A GeV over a wide range in rapidity and tranverse momentum. Analyses in terms of first and second order Fourrier coefficients [1] and by the cumulant method [2] yield consistent results for the values of directed (v1) and elliptic (v2) flow. At 40 A GeV beam energy we obtain values of v1 and v2 averaged over rapidity and transverse momentum. These results are compared to the corresponding values at 158 A GeV.
