We report an algebraic decay of ionization-widths distributions of hydrogen Rydberg states, periodically driven by a monochromatic microwave. Two different mechanisms leading to the universal decay exponent one are established: Dynamical localization and localization of states in the integrable region of classical phase space. Our results not only confirm the close analogy between atomic transport and conductance in Anderson-localized solids [1], but they also pin down the statistical properties of resonance poles responsible for fractal fluctuations and their connection to distributions of decay rates or ionization widths, respectively.
