This paper uses simulations in order to get some insights into whether and if so, how localised industrial clusters can be created by policy measures. His paper starts by putting forward important local processes, such as the accumulation of human capital, regional cooperation, informal contacts and the provision of venture capital and political support, by which the evolution of localised industrial clusters can be explained. Although there are some moderating factors, it can be argued that if a critical mass of local activity is overcome, a self-augmenting process leads to the evolution of a higher level of industrial activity in the region; a localised industrial cluster emerges. Brenner simulates various policy interventions (e.g. support for start-ups or for innovative activities) which take place at different points in time (after the simulation started). The result is that there exist windows of opportunity in which a policy intervention has a bigger effect on the likelihood of establishing a cluster.
