The spin polarization of the FQHE Ground State at fixed filling factor is analyzed as a function of the external magnetic field. The Chern-Simons Composite Fermion picture is used to derive the possible values of the polarization and interpret the phase transitions between differently polarized Ground States. The role of the gauge field fluctuations is considered in detail near the phase transition region, and is shown to produce the partly polarized states observed in recent experiments [1].
