We explore mesoscopic fluctuations in the insulating regime within the Nguyen, Spivak and Shklovskii model. We find the fluctuations persist above the decorreltion field. We use the replica approach to derive the No-dqcooperonNo-dq and No-dqdiffusonNo-dq analogs of the weak localization regime.
