The final state of heavy ion collisions in the SIS energy regime is determined by the interplay of bulk properties of nuclear matter (equation - of - state), hadronic in-medium cross sections and possible modifications of hadron properties due to the surrounding dense medium. Whether and how chemical and thermal equilibrium is reached is discussed from available data on particle production, rapidity distributions and flow observables. Special emphasis is placed on excitation functions that are available now for various observables (stopping, collective flow and strangeness production) from the FOPI and KAOS experiments. Their interpretation will be reviewed in comparison to transport model calculations as well as predictions that allow to resolve existing ambiguities.
