Qualification of University Diploma after Revolution of the Educational Politics in Taiwan (II) — •Victor Wei-Keh Wu — Victor Basic Research Laboratory e. V., Gadderbaumer-Str. 22, D-33602 Bielefeld, Germany

Every technical school has been transformed in Jan.2003 into general school, which gives the qualification of univ. It has been achieved, everybody from high school or with equivalent qualification can study. The quotient of number of high school graduated pupils / places of univ. is over 1.3. The univ. diploma has been completely devaluated. The qualification and character of student is like No-dqpupilNo-dq of junior high, even elementary school. There is greatly in short of qualified technical personnel on production line. Democracy and freedom in an univ. campus have been twisted: Value of teach and research is no more respectful. Every student can claim, even charge, up to the governmental office because of any kind of unsatisfactory incident. Over half of the prof. positions will be taken over by such No-dqdisqualifiedNo-dq new generations in the next ca. 5 years. Lots of foreign scientists are imported and working on scientific research projects.
