We consider quantum transport through a (nonequilibrium) mesoscopic region at finite voltage with inelastic scattering inside a region. In this case the standard Landauer-Buttiker approach can not be used anymore. We use the Nonequilibrium Green Function method and develop quasi-classical kinetic theory. We show that, due to a nonequilibrium distribution function in the mesoscopic region, inelastic scattering rate is a function of voltage and can be significantly enhanced. This effect can be used for investigation of an inelastic scattering at low energies, e.g. in the resonant tunneling devices.
