We investigate the resonant process of nuclear excitation by electron capture (NEEC), in which a continuum electron is captured into a bound state of an ion with the simultaneous excitation of the nucleus. Transition rates and total cross sections for this process, followed by the radiative decay of the nucleus, are calculated for various heavy ion collision systems. NEEC is expected to allow the determination of nuclear transition energies, the study of atomic vacancy effects on nuclear lifetime and population mechanisms of excited nuclear levels. Candidate isotopes and transitions suitable for experimental observation of NEEC are presented. If the initial and final states for NEEC are the same as the ones for the process of radiative recombination, quantum interference may occur between these two channels. Due to the large cross section of radiative recombination, the inclusion of interference terms in the calculation is expected to deliver easier measurable cross sections.
