Verification of Tactical Nuclear Weapons — •Götz Neuneck — IFSH University Hamburg
Verification of tactical nuclear weapons (TNWs) or Non-Strategic Nuclear Weapon (NSNW) in Europe seems to be remote as long as no agreement has been reached between the parties. However, it is hoped that the follow-on negotiations for a new START-II Treaty will include TNWs and widens a new regime which controls the reduction and dismantlement of nuclear warheads. On the other hand, technologies and procedures must be tested in advance to prove that verification is possible from a technical point of view prior to an agreement to show whether verification is feasible at the different stages of the dismantlement cycle. Additionally, the mandate, scope and provisions of such an agreement would be very decisive for all subsequent verification procedures. Several problems arise if the removal, reduction and dismantlement of TNWs will be monitored. The talk discusses problems such as: How to differentiate between a tactical and strategic nuclear weapons? Which technical means are existing to identify delivery systems and their removal? Which projects and approaches exist to identify, remove and dismantle TNWs?
