Kinetic plasma relaxation and turbulence generation processes are responsible for the observed properties of the solar wind plasma which is the only cosmic collision poor plasma accessible for in situ measurements. In a parameter diagram defined by the temperature anisotropy and parallel plasma beta, stable configurations of solar wind plasma are found within a rhomb like figure with limits for the plasma beta around 1. In order to understand these confinement limits we analyze the linear dispersion relation of transverse fluctuations with real wave vectors parallel to the uniform background magnetic field and complex frequency in an anisotropic bi-Maxwellien electron--proton plasma.
Previous works consider weakly growing solutions (amplificataion) where the growth rate is smaller than the wave frequency. Here we extend these works also to the case of weakly propagating (or weakly oscillatory) fluctuations which include aperiodic fluctuations.
