In order to fully exploit the potential of FAIR beams at the R3B setup a new time-of-flight wall with superior time and energy resolution is essential. With the time-of-flight and energy loss measurements of the ToF wall the mass and the nuclear charge of the reaction products can be uniquely determined. The excellent performance has to be maintained even for heavy ion beams up to the Pb region and at high counting rates up to 1 MHz. The planned detector will consist of 176 plastic scintillator paddles in 4 layers. A smaller prototype with 24 paddles was tested at GSI with 58Ni and 48Ca beams. The design of the detector as well as the results of the performance tests will be presented.
